LIHEAP (Energy Bill Assistance)

Federal

Help paying heating and cooling bills, and sometimes energy crisis or repair help. Run by your state, county, or tribe.

Who it’s for: Income-based; many states serve households up to 150–200% of poverty. Priority often goes to seniors, people with disabilities, and families with young children.

National Energy Assistance Referral (NEAR) line

Lifeline (Phone & Internet Discount)

Federal

A federal benefit that lowers the cost of phone or internet service by up to $9.25/month ($34.25 on Tribal lands) with a participating provider.

Who it’s for: Income at or below 135% of poverty, or participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, or Veterans Pension.

Weatherization Assistance Program (WAP)

Federal

Free home energy upgrades — insulation, sealing, and efficiency repairs — that lower your bills long-term. Delivered by local agencies.

Who it’s for: Generally households at or below 200% of poverty; automatic eligibility if you receive SSI or certain other benefits.

Affordable Connectivity Program (ACP) — Ended

The ACP internet subsidy ended June 1, 2024 and has not been replaced. If you relied on it, look into Lifeline (above) and your internet provider's own low-income plan.
